i just purchased PS3 along with the GTA IV and i was expecting so much from it. Unfortunately, compared to GTA San Andreas, graphics was no way near and lacks clarity in graphics. In my PS3 on 1080i and 720i resolutions the game is blurry and lacks sharpness. Even objects and textures from the distance appear to be blurry and has no clarity. I was using HDTV with my PS3 running at19” LCD TV.
These blurs does happen during bright daytime and can be barely noticed during evening or in the night time. I tried changing HDMI cable to new quality one, just couldnt get rid of this blurs.
Although, i never found a way to get rid of these blurs, the following steps could be helpful in minimizing the blur on your graphics.
Possible Fixes:
1. Run your GTA at 720i resolution!
2. Use a high quality HDMI cable. If that doesnt work try using component cable for your PS3
3. Go to GTA4 > Display > Turn Flicker filter off.
In most TVs you wont find this option at all. If you are lucky with your TV, just turn this off!
These blurs are hurting enjoying the game plus i dont feel comfortable playing GTA for a long time. Unfortunately, i am not too impressed with ordinary graphics with GTA4. My PC games with 9600GT graphics card are way better!
I am hoping that Rockstar or sony would be coming with a fix for this blurs soon!

Thank you so much for talking about this problem. I just had the same problem with the graphic in GTA 4. Its way to blur for me to see and to enjoy the game. I used compoent cable for my ps3 and run it as 1080i resolution.Anyway, the blur is still there, maybe i have to turn off the flicker fliter off this time. thanks alot for the fixes.
