A good coder is proud to keep things optimised and you should see under 30. Any more and something bad is going on. Time wise look for a target of around 0.25s, though this obviously varies with server load. Not all themes output this information, but we make a point of doing so with ours because it can help with analysing problems. Plugins can cause issues too so beware overloading a site with them.
